Description:	This PRR revises the ā??Kā?? factor in the compliance formula from 0.81 to 1.0.
Reason:	Section 6.10.5.3, Regulation Services Monitoring Criteria, contains the formula for SCE compliance. The formula contains a factor named ā??Kā??, which is currently set at 0.81. This factor is an ERCOT wide market participation factor and is derived by taking the square root of 65%. 65% represented the portion of the market that was supplying regulation. Since the complete market is currently being measured by this criteria the ā??Kā?? factor should represent a 100% of the market and be reset to 1.0.
