| Description: |
The first revision creates a preamble to the Protocols that outlines the expectations of market participants as they apply Protocols in the course of their wholesale activities. The second creates an opportunity for market participants to seek guidance regarding potential ambiguities or uncertainties in the application of the Protocols to wholesale activities by obtaining an opinion from an ERCOT Director. The opinion would be binding and could be relied upon unless or until the PUC or an ERCOT TAC or Board action dictated otherwise.
