This revision provisionally qualifies certain loads that were served on an interruptible tariff, participated in a group load curtailment tariff, or participated in a direct load control program on August 1, 2001 to act as a load acting as a resource (LaaR) or a balancing up load (BUL), provided the load can meet the metering and performance criteria outlined in the Protocols.
