| Description: |
An across-the-board mandatory balancing down requirement can prevent QFs such as Gregory from providing contracted service to their thermal host. This reduces the reliability of QF service, threatens the thermal host�s service, potentially violates PURA §39.151 (l) by interrupting an internal process operation associated with an industrial generation facility, and is opposed to federal policies favoring QF development.
