Sec. 7.3.3.1(2) of the ERCOT Protocols states that Â?Any shortages, not covered by ERCOTÂ?s line of credit, will be uplifted to all QSEs representing Load on a Load Ratio Share.Â? This PRR clarifies that such uplift should occur by adjusting the Forecasted Fee in the System Congestion Fund calculation, rather than uplifting congestion costs in excess of congestion fund revenues through the Balancing Energy Neutrality Adjustment, as is current practice by ERCOT.
