Description:	This LPGRR includes language to specify a resolution target for completing Annual Validation.
Reason:	The current Load Profiling Guide (LPG) language requires ERCOT and the TDSP to work together until all issues are resolved. Data synchronization and other issues prohibit a target of 100% completion from being unduly burdensome for all involved and from being met within a reasonable timeframe.
