Description: This PRR replaces "PRS" with the "Assigned TAC Subcommittee" as the proper entity to grant a request for Urgent status for a SCR in Section 21.8.11 and revises the requirements for Urgent status designation to mirror those for a Protocol Revision Requests (PRR).
Reason: PRS is responsible only for assigning the priority and ranking of the project associated with a SCR. PRS does not review or approve the substance of the SCR. Therefore, the authority to determine Urgency for a SCR should be assigned to the appropriate subcommittee of TAC that reviews a SCR (i.e., the Assigned TAC Subcommittee), rather than PRS. The criteria for the Assigned TAC Subcommittee to determine Urgent status to a SCR should be comparable to that of a PRR.
