Texas SET Change Controls

View all of the Texas Standard Electronic Transaction (SET) Change Controls that have been created and submitted to the Texas SET Working Group as a result of issues submitted by Market Participants through the Texas SET Issues Process.

This includes all New and Pending (Under Review) Change Controls, those that have been Approved for future Texas SET versions, as well as all Withdrawn and already Implemented Change Controls.

Texas SET Change Control Submission Process

The process for submitting a new Texas SET Change Control is detailed in the Texas SET Working Group Procedures (found on the Texas SET Working Group page).

794 Make the “Unmetered Service Type” found in the REF~PRT segment “Optional” for the TDSP when the information is available at the time the 814_20 Create transaction is established and communicated to ERCOT.

706 TX SET guide for 814_24 allows a Communication Number Qualifier of "EM" for Electronic Mail. This allows the submitter of the 814_24 to specify an email address as the contact type in the PER segment. 
718 Currently, it seems that ERCOT is canceling 814_24 Move-outs after receiving the 814_16 transaction for "MOVE OUT CANCELLED DUE TO AN INCOMING MOVE IN". ERCOT did not wait to receive the 814_04 transaction before sending the Non-Response driven Cancel.
720 Add code A78 "Item or Service already Established (Requested action has already completed)" as a valid reject reason to the 814_29. 
722 IG currently requires Originating Tran ID and Estimated Restoration Date whenever purpose code = "79". It is actually only required when purpose code = 79 AND Suspension/Reactivation code = RC001. Causing false rejection of a 650_04 Reactivate after disconnect for denial of access when Originating Transaction ID and Estimated Restoration Date is not also included.
733 Discontinue use of the following transactions submitted to ERCOT by a CR 814_07, 814_09, 814_13, 814_15, 814_19, 814_21, 814_23, & 814_29.
734 New REF Segment to the 814_20 with Switch Hold Add and Removal and new Reason for Change added to REF~TD segment to support Meter Tampering Rulemaking
736 In order to reject a Move In or Switch which currently has a Switch Hold, a new reject code of SHF will be added to the appropriate transactions.
739 Changes are required to the 814_PC in order for the TDSPs to receive customer contact information for power outages and service restoration
740 If the 814_27 is received with REF~1P~HUU (Status Reason) HISTORICAL USAGE UNAVAILABLE, ERCOT should close the Business Process Instance (BPI) and the 867_02 transaction should not be expected by the CR or ERCOT

766 In order to provide codes that are more specific than "Other" with a text explanation, TX SET shall add a new code T023 to the REF~G7 for Move Out treated as a force off due to Move In scheduled for same date. 
770 New code needed for clarification of Complete Unexecutable situations when the TDSP places a Switch Hold on an ESIID preventing completion of a MVI or Switch.

772 Modifications to Change Control 2010-753 to remove Electric Vehicles (which was Approved in 2010-754) from the Purpose Code and only applying the new FI012 Purpose Code to Generation devices at the premises.
775 Add grey box to the DC005 purpose code of the 650_01: This code authorizes the TDSP to disconnect service at any location accessible to them, which includes premium disconnect location.
776 This Change Control updates the existing 2010-734 Change Control for Switch Hold.  This new Change Control breaks out Switch Hold into Switch Hold for Tampering and Switch Hold for Payment Plan.
777 Adding new codes in the REF~8X to Add Payment Plan Switch Hold  and two removal codes – (1) for Switch Hold Removal due to Tampering and (1) Switch Hold Removal for Payment Plan Switch Hold at the request of the REP of Record.
778 This Change Control adds a new code "R" to the existing Change Control 2010-747 for the 814_20 transaction only. Adding the “R” code in the 814_20 will remove the AMSM/AMSR code in the event a meter is replaced with non-AMS meter.
779 This Change Control appends to 2010-748 to sync up the transaction names due to being inadvertently left out.
780 Gray box language added to a new REF segment (REF~SH) notifying a POLR that a Tampering Switch Hold existed prior to the Mass transition. This Change Control replaces 2010-735 and Change Control 2010-768.
781 The Critical Care Change Controls have been consolidated into this new Change Control. This Change Control replaces 2010-738, 2010-757, 2010-764, 2010-765, 2010-767, 2011-773, and 2011-774.
782 Add the “DUP” reject code to be a valid rejection reason in the 650_02 transaction to indicate a duplicate 650_01 was received by the TDSP. Also clarifying DC005 “Disconnect due to tampering” is really a “Disconnect for non-payment of charges associated to Tampering”.
783 This Change Control appends to 2010-760 and 2010-761 to add codes for Light Emitting Diode and Wi-Fi to the 867_02 due to being inadvertently left out.
784 Adding new Cancel Code of CMO “Cancel Move Out” to the 814_08 transaction.
785 Add the new reject code of "TCC" to notify all REPs that the TDSP has completed a competing transaction for the same scheduled date. Also add the Complete Unexecutable code "T024" to the REF~G7 segment of the 814_28 and 650_02. Add new code "TDR" for Two Business Days Notification Required in the REF~7G of the 814_13. Adding "SHF" as a valid reject code in the REF~G7 of the 814_11.
787 Update the 814_04 REF~IX gray box. REF~IX is not optional when REF~MT = COMBO.
788 Clarification in the gray box of the REF~MR segment that only one REF~MR segment will be sent for each transaction.
789 This Change Control is to incorporate changes that will be put into place with changes to the Critical Care Form.
790 This Change Control is to add clarity to many different segments in various previous Change Controls: PER~PO segment, REF~1P segment and the REF~RAA segment.
793 This Change Control will update the "DC005" code of the 650_01 to make the Friday Authorization flag required in any disconnection request relating to nonpayment.
795 Change control 2011-781 left off the NM102 segment and the NM108 segments which are required for ANSI compliance. The change is to propose that the NM102 should be a C and the NM108 will be an EC.
796 This change control clarifies that several segments will not be provided in the 810_02 for the new “A5” Meter Tampering Charge invoice that was approved in 2010-755.
