a) LSL as % of HSL Performance Measure - appears that some resources are setting LSL = HSL.

e) A/S Procurement During High Risk Period - GE study did not indicate increased need for additional A/S around the clock.   Did identify some specific circumstances where additional A/S may be prudent

f) Down Balancing Bids from WGR QSEs - not all wind QSE’s are submitting DBES bids.  May be related to the LSL/HSL issue. 

g) How are wind the QSE’s responding to DBES instructions?
