Municipally Owned Utilities Segment

Ray Schwertner is the managing director for Garland Power & Light in Garland, Texas.  He is responsible for all areas of the electric utility including generation, transmission and distribution systems, and customer service and reports to the city manager and to the Garland City Council.  Garland Power & Light owns and operates 640 MW of generation capacity, 2,007 miles of overhead and underground distribution line, 133 miles of transmission line with 23 substations serving 68, 000 customers.  The system peak demand in 2009 was 478 MW.  Garland Power & Light is the third-largest municipally owned utility in the state and the forty-first-largest in the U.S.

Prior to joining Garland Power & Light, Mr. Schwertner was president and CEO of Vision Energy Consultants, Inc., from 1998 until 2007.   While there he was responsible for business development and was project manager of several ERCOT-related programs including the Texas Nodal Team and the development of nodal protocols. 

Mr. Schwertner has served in various roles with the Lower Colorado River Authority, McCulloch Electric Cooperative, and Texas Power & Light Company over his 39-year electric utility career. He has served on various ERCOT committees and served as an alternate board member in the late 1990s.

Mr. Schwertner graduated from Texas A&M University in 1970 with a major in business administration.
